ICQ: Display a timeout error when mesage not delivered

Description

The user doesn't get any feedback as to whether an ICQ message has been sent. For example the official ICQ6 and Miranda display an error message after a timeout. I can't comment on other protocols as I haven't seen this kind of problem in them.
