Ballon notification for new IM's

Description

As this is my first post, I would like to thank everyone that has been vigilantly developing Pidgin. I use the product every day and it just keeps getting better and better.

After using Miniam (http://miniaim.net/) I found it very useful to have balloon notifications of an incoming IM (In Miniaim, the window must be minimized to the tray in order to display balloon notifications). The balloon displays the Screen Name (or alias) along with a blurb of the message. Clicking on the balloon maximizes the window and brings focus to Miniaim. Unfortunately it does not switch to the corresponding tab as in Pidgin.

Miniaim fades the balloon in, then it stays opaque for a few seconds, then it fades out. It would be nice to allow the users to adjust how long the balloons are displayed.

I understand this might be a Windows only feature so I’m not sure if it would be easier to implement this as a plug-in or if this should be in the core. It would be a great alternative to the Guifications ‘toaster’ style popup notifications.

Any feedback would be great!
