problem with russian in linux

One of the long standing issues with appearance of double groups [1] was finally resolved with 2.4.1 release. But from my opinion [2] (sorry, I was not able to speak out earlier, before the ticket was closed) the implemented solution of the problem is more like a workaround fixing the consequences rather than the fix of the real problem itself.

The solution I proposed within discussion of the issue 2712 not only fixes the double groups problem but also the following issues I am aware of:
