If characters  are anywhere in ICQ message, recipiant fails to recieve them.

A bug was reported on launchpad at: https://bugs.launchpad.net/ubuntu/+source/pidgin/+bug/215634
Where if the characters  are anywhere in an ICQ message that message fails to be received by a recipient. For Example one user would see: bobs_friend: Hi! user_bob: Hey whats up!  user_bob: Nice day!
A friend would see: bobs_friend: Hi! user_bob: user_bob: Nice Day!
I admit this is fairly minor in scope, but could possibly be a minor example of a more important flaw like failing to properly escape special characters in a message. Or this could be a feature of ICQ and not a bug and I just didn't manage to find where it was written down.
