Change Buddy Notes plugin to utilize oscar's Buddy Comments

Description

It would be cool if the notice plugin would import or even sync the buddy comments that ICQ provides. I have them full of interesting things, and I’d like to have them as notices as well.

What does the notice plugin do? That's not one of our plugins, is it? You can access the buddy comments by right-clicking on a buddy and selecting "Edit Buddy Comment"

Sorry, not notice, but note, I mis-back-translated the plugin name :-)

gtkbuddynote seems to be the real name. It’s written by Etan Reisner, according to the plugin info.
