tab bar should be near input text box

I frequently enter a message into the wrong conversation because the default tab bar position is too far away from the message text box (ie, tabbar at the top, textbox at the bottom).

I suggest moving the tabbar to bottom as a default to mitigate this problem for new user.

finch's tab bar is near its message input line too, FWIW.

The UI would looks strange from other GUI programs, but consider a browser with tabbed interface: the tab bar in there would be put *near the addressbar*, which is equivalent to Pidgin's input box.

It doesn't matter where we put the tabs by default, someone is going to be unhappy with it. The position is configurable; there is no need to change this. Additionally, I don't see any reason to be different from the rest of the applications in a typical user's environment, where tabs are always at the top of the notebook.
