Filter groups by account on adding a buddy in buddylist

There's a little annoyance in Pidgin: when adding a new buddy into an account buddylist, the "Add buddy to group" combobox lists all groups from all accounts, even for disabled ones. I think that is better to filter the groups by the account specified in "Account" drop-down list. With the current behaviour I (and many other users, I guess) often create groups accidentally because of selecting an other account's group (and the situation is getting worse when you use two have two groups with same name, but in different accounts).

Groups are not considered account-specific in Pidgin - all groups apply to all accounts. This is part of the intentional design decision to have a unified buddy list.

It shouldn't be possible to have two groups with the same name, they must be actually different (either by case or spacing or something).
