Add the Go Daddy root that chains from

certificate/x509/tls_cached: Certificate Authority with DN='serialNumber=07969287,CN=Go Daddy Secure Certification Authority,OU=http://certificates.godaddy.com/repository,O="GoDaddy.com

(see #12312).

Consider adding some of the other Go Daddy ones, that aren't currently in our set

Also #12667 and #12668... I hate CAs, and am sometimes really tempted to just import all of the CAs in /etc/ssl/certs/ on my Debian system

There's another copy of this cert that's a ICA up to ValiCert? via some voodoo X.509 hacks, but I went with the self-signed root version (if someone can rationally explain to me why people use the same keying material to make "the same" cert but as an ICA instead of root, please do)
