Migrate from GConf to GSettings

Description

With GNOME 3.0 (april 2011), the GNOME Project decided to discontinue GConf. It won't be maintained anymore: bugs and security holes will not be fixed. Thus, Pidgin shouldn't depend on GConf any longer. Please, migrate to GSettings. GStettings is the official GNOME replacement for GConf, and the GNOME project is porting all of its applications to it: https://live.gnome.org/GnomeGoals/GSettingsMigration

please see bug #11191 and debian bug n°621940 (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=621940) which are about gconfd presence/absence.

It would really be a progress if gconf2 could become a dpkg "Recommends" rather than a depends as it's the case currently.

As someone stated in the related Ubuntu bug report, there is a http_proxy variable to fetch proxies settings (and a preference box in pidgin to set them manually), thus no need to pull all these dependencies just for a couple of system-wide settings.
