Pidgin will "auto-raise" window on OTR messages

My Pidgin is set up to only show a notification icon when a new message arrives. When someone sends me a message using OTR though, the message pops up and steals the focus. This is annoying, because it interrupts me while doing other stuff. It also is a privacy problem: private messages could appear while others look at my screen.

I'm using Ubuntu 15.04 with Awesome as window manager. The problem exists with the default Awesome config and OTR being the only active plugin. "Hide new messages" is set in the preferences and custom smileys are disabled in all accounts (see similar bug #8819).

The debug output does not show anything that looks useful for finding the problem.
