Pidgin should remember users who's add requests have been rejected

I get a lot of "add" requests (my IM name is my first name, and a lot of people think they know me).

I reject 99% of the requests.

But they keep hitting "add" and I keep denying them; there's no way to permanently reject a user.

A plugin to do this for you will be possible as soon as we accept a patch along the lines of what is being discussed in #1061 .

This request is best implemented as a plugin. Currently we as Pidgin developers are not interested in implementing it. This ticket remains open as an invitation for someone to write a plugin fulfilling the request.
