The notify Plugin is bugged:

Sometimes it doesnt notify (changes the Window Title) even when the Pidgin ICON shows a new message

Are you sure it isn't changing the title as opposed to the title being changed and then changed back by pidgin? pidgin has for a while now been more aggressive about re-setting the title of the conversation windows and when pidgin does that the additions from the message notification plugin are removed. The urgency hint and x property options are much more reliable (though only available for X11) and the raise option should also be much more reliable.

I don't know if it's changing, but sometimes it seems to be there for a very short time

Yes, being there for a very short time is exactly the plugin changing the title and then pidgin overwriting the title again. And that you are seeing that means that the plugin is in fact working (as opposed to your initial description which states that it isn't). The title settings notifications have been largely useless for quite a while, I have intended to work out a useful way to fix them for ages now but have been unable to decide on a useful fix (at least part of the fix would likely entail auditing the current pidgin code to attempt to minimize the frequency with which it sets the window titles). Patches welcome which cut down on unnecessary title settings from pidgin, or which implement any of the possible solutions for this problem. Feel free to contact me if you want to head what my thoughts on solutions to this problem.

Just by the way How you read out if there is a new message? could you give me an example in perl?
