String conversion errors between IM clients

Description
After upgrading from 2.3.1 to 2.4.0, messages over AIM from the Miranda IM client to Pidgin are not getting translated. Instead, I see the error "(There was an error receiving this message. Either you and XXXX have different encodings selected, or XXXX has a buggy client.) The debug output is:
(09:50:05) oscar: Conversion from UCS-2BE failed: Conversion from character set 'UCS-2BE' to 'UTF-8' is not supported. (09:50:05) oscar: String is not valid UTF-8.
This problem did not occur in 2.3.1. Note that messages from Pidgin to Miranda are read correctly by the Miranda client. (Miranda version 0.7.3 Unicode, Built Nov 12 2007 14:02:10.)
I've tracked this down to the GTK runtime version. I reinstalled 2.3.1, but used the GTK runtime version from 2.4.0 and the problem still occurred. Reverting back to the GTK runtime from 2.3.1 resolved the problem.
