Sort Plugins by category in the plugin dialog

As Will said in the mailing list, we have an unmanageable number of plugins and they should be categorized.

I guess we can use one of the padding fields and add a PurplePluginCategory with "devel-helper", "Preferences", "Fun", "Commands", "Uncategorized".

I was thinking in a tabbed dialog but it can be done with a tree like the buddy list with each of the categories and maybe "enabled" "disabled", "all".

I am not sure this is a terribly good idea. A number of plugins will fall into more than one of the categories. For example, a plugin can add both some preference, and some commands. Having the same plugin in multiple tabs will be pretty confusing.

If we must add categories for plugins to make them manageable, what we can do is to have something like what we have for the debug window filtering, except more than one category can be selected at the same time (for example, 'show all enabled plugins that add a command or a preference', 'show only the disabled plugins that add a command' etc.). But I am not entirely sure that would make things much better than what we currently have.

For what it's worth:

Adium has an "Xtras Manager". "Xtras" include all kinds of add-in resources, not just plugins, but also message styles, dock icons etc. I'm attaching a screenshot.
