finch is unable to select protocol with vt100 terminal emulation

Description
When I start finch with VT100 terminal emulation, I am unable to select a protocol on the "New Account" prompt. To reproduce this problem, start finch with "TERM=vt100" and press Down on the Protocol drop-down box in the "New Account" prompt. I had to use xterm or linux terminal emulation to get it working. I get the same results on NetBSD on alpha and Linux on i386. This problem also occurs on 2.5.1.

Need some refining for vt100 too, apparently. Fixes #8335.
