Make inter-wiki links relative (and especially don't link to http, since we always redirect http to https).

PurpleCommander

Purple Commander is a Tcl plugin for libpurple clients with the Tcl loader plugin and Tk support. It provides a Tcl "shell" for the libpurple client, for use in debugging the Tcl loader and Tcl plugins.
